On logarithmic axes, the value css.chart.ChartAxisPosition.ZERO for the property
"CrossoverPosition" should position the crossing axis at the value 1, not 0 as
currently done. ZERO should be considered the neutral position of the scaling
mode (0 for linear, 1 for logarithmic).
