Please move the code of the chart options from old chart project (sch) to svx.

Tools/Options/Chart/Colors is available and works. Colors can be changed, are
persistent and are used for newly created charts. Resetting to the original
(new) defaults also works.

As the sch library is no longer installed, it is obvious that the move of the
corresponding code is done.

Confirmed in Master m213 (Tools/Options/Chart works and there is no sch library
installed any more)
