When attempting to import an excel spreadsheet that has an autoscaled y-axis,
the autoscaling is not properly translated and the bottom of the chart is set to
y=0.  See attached file.

I also forgot to note that this axis scaling error does not occur in OOo 1.1.3,
only in 2.0 beta 2. (1.9.125).

I just tested this same file out in Gnumeric and it loads properly.  Not sure
what the legal implications would be since Gnumeric is full GPL and OOo is LGPL,
but might it be possible to port some of Gnumeric's chart input code to OOo?

This will be part of the implementation of the new chart.

See issue 20345 for more information about the new chart.
Correct axis scaling behaviour is implmented with issue 30426.
