If in an XY chart the X axis is scaled to manual minimum/maximum, and the Y axis
is set to automatic min/max, then the data points, that are outside the manual X
range, are not included to calculate the automatic Y range. This may be
confusing and is different to other chart applications.

That is a bug in the 'other applications' and not within OOo.
