When modifying a chart e.g. in a spreadsheet or a writer document the according
undo actions should be offered from within the parent application also.
Currently it is necessary to enter the edit mode of the chart to undo a change
of the chart object. Within the chart only the changes of the chart are visible.
So it is not possible to simply undo the changes of the whole document in the
oder they were made. The user has to switch between the different objects and
they can run out of sync.

I disagree!

Without more detailed information how that is planned to work I can't decide
whether that modification really might be useful. Will the chart undo stack be
integrated into the spreadsheet undo stack or will we get a second pair of undo
buttons?
After I have had got used to it, I have been really happy with the current
behaviour and would miss the separate undo stack for chart.
Also in other OOo application chart objects currently have their own undo stack
- should that be modified, too?

@rainerbielefeld, this is not only a matter of taste. As the chart does depend
on data and ranges available from calc or writer tables (and maybe impress
tables in any future) the chart and the hosting application can run out of sync
as long as the UNDO stacks are not aligned. The chart becomes meaningless and
broken than. This part of the issue is a defect.
