A OOo Calc spreadsheet is opened which is containing a chart object. The data 
of the chart is a (2 times n)-range of cells in the spreadsheet. At least one 
of the cells is containing the function RAND(). If Ctrl-Shift-F9 is pressed the 
data is updated. The new values of the data should show in the chart, but they 
don't.

I can conform that in OOo 3.1.0 the refreshing chart not working.
But on OOo 3.1.1 Dev310m14 this bug not present, chart refreshing when I use
CTRL+SHIFT+F9.

This problem was already reported with issue 101273 and fixed for OOo 3.1.1.
