There is a problem with the rendering of 3d bars : the top of the bar is always
a little bit under le value line. For example if you bar represents the value
3000, it will stop right under the 3000 line. If you switch your diagram to 2d
mode, the representation is correct.

This is an artifact from the perspective view: There is a space between the bar
and the rear axis / panel. 
Rotate your diagram so that you can look straight to your bars, then its OK.

I agree with yvecai. This is not a bug.
