Cleanup the code in xmloff/source/chart/SCHXMLPlotAreaContext.cxx by separating
the axis import stuff into an own file.

Thomas, please test that the import of axis is not broken in CWS chart46
(including the date axis). This needs to be tested with the introduction of the
new date axis anyhow so here is no additional work.
