I have a spreadsheet with about 20 lines. Lines 3 .. 7 contain 20 columns of 
float values. If I select entire lines 3 .. 7 (by dragging in the margin), then 
insert a chart, the chart is apparently created (and gets the focus), but it is 
not visible anywhere. 
If I merely select cells C3 .. T7, all is well.
Chart type: data in rows, scatterplot

You are absolutly right. It´s an 100 percent usabillity enhancement.
You create the Chart on the END of the sheet (Behind Cell iv or in
Numbers Column 256) . Best reachable if you use the Navigator.

There is a specification for a modified chart creation process where a new
Auto-Positioning is already defined: see
http://specs.openoffice.org/chart/wizards/NewChartWizard.sxw.

The new positioning is already in the "chart2mst3" CWS.
