Chart needs to have the ability to manually and/or automatically scale the
numeric values on an axis. For example, if the Y-axis is 10,000,000 to
50,000,000 dollars the numbers are hard to read and take up too much space. It
would be better to scale the numbers to the 10 to 50 range and make the Y-axis
label "millions of dollars" or "dollars (x10<sup>6</sup>". The same principle
applies to values of magnitude less than 1. If done automatically, don't change
values >= .001 or <= 1000, but for larger or smaller magnitudes divide or
multiply by 10<sup>3</sup> repeatedly until the magnitudes come within the
desired range of 1 to 999.999. Add "(x10<sup>n</sup>)" to the end of the Y-axis
label, or as its own sublabel. Alternatively, the user could elect to manually
scale the values by clicking a checkbox or radio button in the - AXIS dialog's
Numbers tab, much like the range can be set in the Scale tab.
