If the range of a data series is e.g. much greater than zero and you want to
stretch it to view more details you cannot set both min and max greater than zero.

I've exported the same data to Excel and found that the user is allowed to do
axis scaling in this manner here.

And logically it is not a problem to do so.

Please have a look at Issue 17983. Turning "Axis at" to automatic
should solve your problem.

I'll read the manual more attentive.
