In the help file Sort By Columns states: Sorts the whole table by columns. The 
current column will NOT be moved, all other columns will be sorted accordingly. 
In my opinion this would mean that the current column will not be moved and all 
other columns will rotate around the column I have selected.
In the chart data spreadsheet when you click on a cell then click sort by 
columns ALL columns are sorted accordingly.

Procedure:
- Insert a default chart
- right click the chart and select Chart Data
- select the data '3.2' in "column 2" - "row 1"
- click 'Sort by Columns'
It will sort all three columns by the data in row 1 - a direct conflict with 
what the help file states.

it's in schart/01/03010000. The current column/row *will* be moved,
but due to a repaint bug you will only see it after the current cell
looses focus.
