	Click on Insert in the menu bar
	Click on chart. The chart then appears on the workspace. 
	Double click on the chart. This puts it into edit mode. 
	Right click on the chart 
	Click on chart data from the menu 
	Enter a negative value. 
	Click the icon for apply to chart (at this point the graph display as it should). 
	Double click on the bar that reflects the negative value
	Click on the DATA LABELS tab 
	Check the check box for show value 
	Select radio button for show as a percentage 
	Click ok.

Seems to be a chart issue..

Hi Stevan, 
lets have a look into the help system:
"Displays the percentage of the data points in each column."
And so its work fine.
