I will attach an excel file. Please open the file in MS excel and then in Open
office spreadsheet. Both formats does not match. The x-axis values are not
displayed in the open office instead it shows "row2, row4......". 
The x-axis values are user defined values. Is there an option in OOO chart where
I can select series of desired values for an axis?

this is not an bug report and also the wrong component.

I re-assign this to the Chart component, maybe they can help you.
