Create a Chart ( two Col, five Rows; Value Range e.g. from 1 to 250000)
Open the Tabpage Scale for Y-Axis.
The automatic builded Min. and Max. Value are not "rounded" ( For the example
expected 0 and 250000)

The offset is caused by a wrong workaround for rounding errors.
