The "standardbar.xml " toolbar seems not to be needed anymore. By default Chart
displays only one toolbar. I think this one can be removed.

The standardbar is used for stand-alone charts.

The standard bar is not only used for standalone charts, but also shown when the
chart is an OLE object. If we skip this toolbar, you can no longer save the
document while OLE-inplace active. Do we want that?

I think we shouldn't delete the standard toolbar. But then we have a naming
problem, because we now have standardbar.xml without name, and toolbar.xml with
the name Standard. In all other applications the standardbar.xml has the name
Standard and the same icons as the standardbar.xml in the chart. I think we
should stay consistent here.
