in the attached excel file, in sheet #2, there seems to be a chart with text
labels- the chart incorrectly appears blank.

The problem here is that the chart uses the the data source range $A1:$C3. The
values are stored in Column C and the data label names are stored in Columns B
and A. Excel is capable of supporting chart data label names in more than 1 cell
i.e. A1:B1 while Calc currently only supports one cell. The simple workaround
would be to combine each chart label name in one cell i.e. column B and thus use
a data source range $B1:$C3 until this feature is available in Calc. The other
difference 
is that Calc draws the pie segments in the opposite direction see issue 37823
