If the Scale e.g. y-axis contains high-order data e.g. values such as 1000000,
2000000, etc we need an option to summarize these units so the chart show values
of 1, 2 but has a label saying "millions". 

Some standard summarizers would be "thousands", "millions", "billions", then you
could allows custom e.g. 1E5 or 1E-3 and show this custom unit in the label.
