The problem is in the file format. In XML all percent values are exported 100
times too large, i.e. 12% becomes "12" with a percent number format. This does
neither fit into mathematical definitions nor the behaviour of Calc. In Calc
"12" with percentage numberformat becomes "1200%".

To fix this issue, we would have to export the percent number as wrong as
before, and if Issue 60323 is fixed, Issue 65523 will fix the wrong export by
removing the work-around and exporting with the correct numbers plus a
versioning mechanism that can decide with which version a file was written.

As this issue only happens for manual percentage settings, I would recommend to
set this Issue as duplicate to Issue 59288 and get it fixed by that.
