This is a more general vision of issue 12587. It should be possible to include
any kind of graphical objects in a diagram (all the objects in the draw toolbar).

For example, a user could include a text box and arrows. In a bar chart, a user
should also be able to create a "connector" between  a column and a text box
added. Then, if the data and the graph is modified, the connector could still be
connected to the bar chart and the comments.
