There seems to be no function in any menu or dialog box where one can set a 
background color for characters in the text field of the axis names of a chart. 
If it was available as a icon -- that's no solution: I don't have that icon 
displayed and one can't always look up there...

this should have been and is now an issue for the text field ("T") 
function from the draw functions

It is not possible to set a backgound color for single characters in a text in
general (not in writer, not in impress). It is not planned to offer this feature
in common and we will not indroduce it for chart only. There exist several other
possibilities to highlight a single character which need to be introduced in
chart first. This is reflected within Issue 6521.
