Create a new 3D-Chart 
Set it to Edit mode and select the chart wall. You get red rotation handles. 

IMHO this should be changed to show green selection handles as for all other
Chart types. Selecting something is most probably use to alter some settings in
the object properties and not to alter the rotation settings of the chart. Also
we should act as Draw and Impress do.

removed 'new chart' from title as the old chart has the same behaviour
