Attached file has been created with chart2. Load the file in a final office 
(SO8, OOo 2.x), and activate the bar chart. It misses the outer black border, 
and the font sizes of the axis labels are wrong. XY chart is ok.

The xy-chart contains a lot of properties at its chart:chart element. It looks
like it was created with the old chart. Whereas the bar chart is probably
created with the new chart and has indeed no stroke="solid" property, as this is
the default.

The default must be changed in the old API wrapper.

How to check:
With the new chart create a default chart in calc and save.
Open the document with an old chart version and activate the chart via double click.
The chart should still have a border line around it and the character height of
the axis text should be the same as during creation.
