Create a default Chart and insert a Title e.g. Main Title
Open Position and Size Dialog
Default for Base Point is the upper left corner.
Values for the X Position is near 1 inch for Y near 0 inch
Change the Base Point to the down right corner.
Values for the X Position is near 77 inch for Y near 20 inch
its unrealistic.

Removed 'new chart:' from the summary as the problem does exists also on the
master version src680m202.

Rechecking, I cannot reproduce the problem with OOo 2.3 nor 3.2. It was fixed in
the meanwhile.
