Create a Datarange e.g. A1:B2
Select the Row Header 
Insert a Chart -> all 256 Columns will allowed for.
Same for Column Header

Yes, this works different then before, but it is more consistent now.
When you select the row or column header you have explicitly selected the whole
range and now you get a chart for the whole range.
When you don't want the whole range just don't select it.

->NN: Ok, many users seem to work with complete rows or columns, so we should
try to reduce the range in this cases to include only cells with values
But reduce the range only for those cases where a complete row or column is
selected.
