Insert a chart in writer, impress or calc.
Go to edit mode and format the chart area to have a border line.
Play around with the zoom factor a little
-> there are several cases where one or several borders are not painted

This bug seems to be caused by several rounding errors while transforming from
twips to pixel or 100thmm and back etc.. Maybe it needs to be splitted for the
different applications. There are similar issues already:
Issue 60962 OLE Object gets "partial border" during screen presentation
Issue 62173 border missing in page zoom when dragging a border aligned object away

for the version: it should be m214, I suppose, but that milestone does not
exists yet... That's why I set m212 which is the nearest milestone.

pagalmes, for the version: m124 was intended, as this defect is at least that
old if not even older. I checked OOo 2.0. Please don't change issue settings
just by guess, thanks.

It seems that the new drawing engine introduced for OOo 3.1 has fixed this
problem for charts in calc and charts in impress. Only charts in writer still do
show this problem.
IHA->OD: I will correct the size of the used rectangle for painting charts in
method SwNoTxtFrm::PaintPicture.

@Sophie, please verify in CWS chart39. Thanks!
Changes have been made only for charts in writer. Load the attached document
ChartWithBorder.odt. Display the document with different zoom factors while not
in chart edit mode. The chart always should have a green dashed border
surrounding it on all edges. Please verify also that the problem has vanished in
the other applications (calc and impress). If you find remaining problems
besides writer normal document view, please write separate new issues. Thanks!

Verified in DEV300m54 under Linux - Closing - Sophie
