It is not possible to create cockpit charts in OpenOffice chart application. 
An example can be found here:

I was told it is possible to create these chars with m$ office.

maybe an option to the donut charts in version 2.3 that says only half circle, 
or a free configurable angle that is not filled, would do the trick.
Or a new subchart type for the pie charts would do that too.

Yes, this feature sounds interesting (although it is not available in MS office).
