***In Case109305:

1. Choose Insert --> Object --> Chart

2. Click on Create 

3. Rightclick on the Chart and choose Caption from the popup menu.

4. Specify caption containing International characters

5. Click OK.

***expect result:

Chart should be inserted in the document 

There should not be any garbage in Chart and X/Y/Z axis titles, legend 

Caption should be displayed correctly

***The Caption not displayed in Calc,Draw and Impress.

Sorry, this is still unclear.

* Insert/Object/Chart only exists in Writer, but you write it happens in the
other applications

* The menu item Caption only exists for Writer, the other applications do not
offer this for charts.

* Clicking on Create is only possible in Calc, so are you referring to Calc in
your example?

* After you inserted a chart, the chart is active, so the popup menu is the
context menu of the chart. But there is no Caption. In old versions of the chart
there was Title. But in SRC680m222 (as you write) this also no longer exists.

* If this is chart specific code I wonder why this does not happen in Writer.
Well, not impossible but unlikely.

* What is case 109305?
