Calc chart does not allow setting a minor interval of an axis below 1. For 
example, I have a chart with a y-axis in range of 0-4, I want to set a major 
interval to 1 and minor interval to 0.5 but the minimum number allowed to put 
in minor interval setting is 1.

The minor interval does not specify the number, where the tick at the axis is,
but with that setting you determine how many minor intervals a major interval
gets. For a tick at 0.5 with a major interval from 0 to 4 you have to set the
minor interval to 8.
