There is a border line now visible around Charts when they are created in Calc
or Impress. In the past Charts were created without this OLE border. The
additional border should be removed again as it is often not fully visible and
therefor looks ugly.
This also affects old documents when they are displayed with a newer OpenOffice
version. A border appears where no border was visible before.

AW: SdrOle2Primitive2D::createLocalDecomposition simply mis-interpreted the
static boolean local flag bBehaveCompatibleToPaintVersion for the line case.
Corrected this. Testing...

This frame is visible for all OLEs, not only charts. Verified in CWS.
