Create a default chart in Textdoc.
The lower Object border will not painted.

In the old chart the border is also not visible correct, but this wrong behavior
is more prominent now in CWS chart2mst3 as the default was changed thus newly
created charts have a border. So we should fix this old problem or change back
the default thus newly created charts don't have a border at all.

New charts are now created without border again as in the old chart. Thus the
old border problem does not occur in default cases but only when the user does a
special formatting. For that more seldom case of the old border paint error I
created issue 78025.
