Its should be possible to set the Option "best fit" additional to the other
options.

I think it is to complicated to set 'outside + best fit'
or 'inside + best fit'.
You can decide for each single data label to place it outside or inside or
center or best fit.
That should be sufficient.
More complex scenarios should be offered by completely free label placement
which is targeted with issue 48170.
